The Demise of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The succession of contrasting events captured the harsh reality of the outgoing year. By day, political struggles are waged: hopeful statements are delivered from multiple capitals. Immense energy is allocated on managing certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from Russian territory, a capability enabled by timely intelligence. From vantage locations, military aircraft that had been dispatched to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.

Moments later, Kyiv's missile defense engaged: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, presumably delivered by partner states. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly transforms into grim resignation: maybe the approaching threat won't cause damage this time, protecting urban areas from devastation and additional electricity failures.

Persistent Threats

Not long after, a heavy machine gun opened up on a drone in the vicinity, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.

With pauses, this continued until dawn. Kyiv greeted the early updates: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the evening attack. As typically, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's critical military reliance on external assistance – a reliance that European nations are clearly incapable to replace in the short term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, debate and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new initiative from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This trend will, certainly, persist.

Strategic Calculations

It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a assumption familiar among seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration presumes that it is impossible to pressure the Kremlin to abandon the areas that it already controls in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, Washington does nothing to prevent Kremlin actions, through words or deeds, from believing that the current condition will not evolve additionally in its advantage in the months ahead.

Divergent Views

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing civilians and areas but averting a complete military breakdown until situations evolve in its benefit.

Current Realities

Realistically, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their objective will now be much harder after current events, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a just a single week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
